We are given a file in the challenge as shown above, To download it use the wget command

└─$ wget https://artifacts.picoctf.net/c_atlas/3/challenge.zip

Once its download to unzip it simply unzip it using the unzip command or just right click on it and choose the extract option. This will create some folders within each other, go thru each of them where the last subfolder will have an iamge of a qr code. Use your phone's built in QR code scanner to get the flag or use one of the many online tools to get it as well, the one I used was https://scanqr.org/ as shown below
